Job Summary
We are seeking an experienced HSE Manager to oversee Health, Safety, and Environmental activities for an oil & gas pipeline construction project.
The successful candidate will be responsible for implementing the project HSE management system, ensuring compliance with client and regulatory requirements, and promoting a strong safety culture across all project activities.
Key Responsibilities
Lead and manage all HSE activities throughout pipeline construction and commissioning.
Implement and maintain the Project HSE Management Plan and procedures.
Ensure compliance with company, client, legal, and international HSE requirements.
Conduct site inspections, HSE audits, risk assessments, and safety observations.
Monitor high-risk activities including excavation, lifting, welding/hot work, pipeline stringing, lowering-in, hydrotesting, tie-ins, and commissioning.
Ensure effective implementation of the Permit to Work (PTW) system.
Review and approve JSA/JHA, risk assessments, method statements, and emergency procedures.
Investigate accidents, incidents, near misses, and environmental events and ensure corrective actions are closed.
Lead HSE inductions, toolbox talks, training, safety campaigns, and emergency drills.
Monitor and improve HSE performance of employees, subcontractors, and site teams.
Prepare daily, weekly, and monthly HSE reports and performance statistics.
Coordinate with the Project Manager, Construction Manager, Client HSE team, and subcontractors on HSE matters.
Ensure proper environmental controls, waste management, spill prevention, and pollution prevention.
Implement occupational health and worker welfare programs, including heat-stress prevention where applicable.
Have authority to stop unsafe work and ensure risks are controlled before work resumes.
Promote continuous improvement and a positive safety culture across the project.
Qualifications & Requirements
Bachelor's degree or diploma in Safety, HSE, Environmental Engineering, Engineering, or a related field.
NEBOSH IGC or equivalent HSE qualification is required/preferred.
Additional certifications such as IOSH, OSHA, ISO 45001, ISO 14001 are an advantage.
Minimum 8–12 years of HSE experience, preferably within oil & gas pipeline construction.
Proven experience in a senior HSE or HSE Manager position.
Strong knowledge of pipeline construction activities and associated hazards.
Experience with PTW, JSA/JHA, risk assessment, incident investigation, audits, and emergency response.
Experience managing HSE teams and subcontractors.
Excellent leadership, communication, and problem-solving skills.
Ability to work effectively in a demanding construction/project environment.
Preferred Experience
Candidates with experience on major oil & gas pipeline projects, EPC projects, and client-controlled projects will be highly preferred.
