China Railway 18th Bureau Group (CR18G) is seeking an experienced HSE Manager to lead health, safety, and environmental management for a major luxury hotel tower development.

KEY RESPONSIBILITIES

Lead and implement HSE policies, procedures, and site safety programs.

Ensure compliance with Saudi regulations, project requirements, and applicable safety standards.

Conduct risk assessments, site inspections, audits, and incident investigations.

Supervise HSE teams and coordinate with construction management, subcontractors, and consultants.

Monitor high-risk activities, including work at height, lifting operations, scaffolding, and tower construction.

Lead safety training, emergency preparedness, and corrective-action follow-up.

MANDATORY REQUIREMENTS

Direct experience in high-rise tower construction AND 5-star hotel projects is mandatory.

Proven experience managing HSE operations on major construction projects.

Relevant degree or qualification in Engineering, Occupational Health & Safety, or a related discipline.

Strong knowledge of risk assessment, incident investigation, audits, and construction safety management.

NEBOSH, IOSH, or equivalent recognized HSE qualifications are highly desirable.

Saudi construction experience and knowledge of applicable KSA HSE requirements are preferred.
