Description

Gulfaar Group is looking for an experienced Procurement Officer with strong EPC project procurement experience for a project in Saudi Arabia.

Location: Saudi Arabia

Industry: Oil & Gas / EPC / Petrochemical

Key Responsibilities

• Manage procurement activities from Purchase Requisition (PR) to Purchase Order (PO) and delivery
• Review project material/service requirements, specifications, BOQs, drawings and technical documents
• Identify and evaluate suitable suppliers, manufacturers and subcontractors
• Prepare and issue RFQs/RFPs and obtain competitive quotations
• Coordinate with suppliers for technical and commercial offers, clarifications and revised quotations
• Prepare commercial bid comparisons / quotation comparisons and support supplier selection
• Coordinate with Engineering, Construction, QA/QC, Planning, Project Controls and Site teams to finalize procurement requirements
• Follow up Technical Bid Evaluation (TBE) and Commercial Bid Evaluation (CBE) with relevant departments
• Negotiate pricing, payment terms, delivery schedules and other commercial conditions with suppliers
• Prepare and process Purchase Orders / Subcontract Agreements in accordance with approved procedures
• Monitor supplier order status, manufacturing, inspection, dispatch and delivery schedules
• Coordinate with suppliers and logistics teams to ensure on-time delivery to project/site
• Expedite critical and long-lead materials and equipment
• Maintain procurement trackers, supplier databases, RFQ logs, PO registers and delivery status reports
• Monitor procurement schedules against project requirements and highlight potential delays
• Coordinate with QA/QC for MTCs, inspection documents, certificates and vendor documentation, where applicable
• Coordinate with Finance regarding supplier payments, invoices and commercial documentation
• Maintain complete procurement records, correspondence and supporting documents
• Support vendor evaluation, supplier performance monitoring and close-out activities
• Ensure procurement activities comply with project specifications, company procedures and client requirements
• Support cost control and identify opportunities for competitive procurement and cost savings
• Handle other procurement and expediting responsibilities assigned by the Procurement Manager / Project Management.

Requirements

Bachelor's Degree / Diploma in Engineering, Supply Chain, Procurement, Business Administration or related field
Minimum 5–8 years of procurement experience, preferably within EPC / Oil & Gas / Petrochemical projects
Strong hands-on experience in project procurement from PR to PO and delivery
Experience handling EPC project materials, equipment, services and subcontract procurement
Experience with RFQ, quotation evaluation, TBE/CBE, negotiation, PO issuance and expediting
Strong supplier/vendor network and sourcing experience
Good understanding of technical specifications, BOQ, drawings and project procurement requirements
Experience coordinating with Engineering, QA/QC, Construction, Planning and Project teams
Proficiency in MS Excel, Word and ERP/SAP procurement systems
Strong commercial negotiation and analytical skills
Good English communication and documentation skills
Ability to manage multiple procurement packages and meet project deadlines
Saudi Arabia / GCC EPC experience is highly preferred
Saudi Aramco project experience will be an advantage
Immediate availability / transferable Iqama is an advantage
